
Ma’an Dry Port
The basic assumptions on which the design of the Ma’an Dry Port project is based
1. The dry port is a temporary station for goods that must be linked to national and international roads used by trucks, and it is preferable to link it to the railway according to one of the scenarios that will be mentioned later.
2. Implement the project in stages according to the development of work in a manner consistent with the comprehensive plan that takes this into consideration.
3. Transfer part of the burdens of the port system in Aqaba to the Ma’an dry port, gradually to the point of being able to dispense with clearance in Aqaba.
4. Establish an integrated customs center in the project and delegate customs with additional powers that increase its attractiveness to traders and industrialists.
5. Electronic connection with the container port in Aqaba and other ports to regulate the entry and exit of goods with an electronic signal similar to the (Nafeth) system currently in use.
6. Working as a hub station to receive goods and deliver them to the border centers (Al-Omari, Al-Karamah, Jaber, Al-Durra, bridges with the West Bank) and the development and industrial areas in Jordan.
7. Considering the opinion that says to transport goods from the port of Aqaba to the land port according to (Manifest Load) without any customs procedures (sub-disclosure) considering that the train is like a ship and that the Ma’an land port is the primary center for receiving the goods by the merchant or his agent.
8. Adopting programs and systems to manage the port’s business in terms of:
– Linking the entry programs to Aqaba with Ma’an
– Adopting a specialized entity to manage the yards and facilities.
7. Adopting transportation from the port of Aqaba to the land port of Ma’an as a destination and competing load in agreement with shipping agents.
8. Activating the National Window Program from Customs will activate the role of the dry port and reduce pressure on Aqaba.
9. Direct inspection of goods at Ma’an Port and defining the tasks of the Rashidiya Complex to ensure no overlap.
10. Giving incentives to traders to use the dry port and benefit from the Development Zones Law to reduce taxes (transfer fee, electronic tracking fee, transit fee).
